- A high school graduate or recipient of a state-approved equivalency diploma.
- A New York State resident for at least one year before starting the first semester at CUNY SPS.

Exceptions for Economic Eligibility Criteria
The student’s household is the recipient of:
- Family Assistance Program Aid
- Safety Net Assistance through the NYS Office of Temporary & Disability Assistance or a county social services department.
- Family day-care payments through the NYS Office of Children & Family Services or a county department of social services
- The student is living with foster parents who provide support for college, and no money is provided from the natural parents.
- The student is a ward of the State or a County.
